development, infrastructure, humanitarian, human-security, economic, legal, and institutional evidence.
The workspace aligns public records without pretending that similar labels, adjacent charts, or
mathematical differences make every value equivalent. Units, definitions, reporting years, source
identity, data state, missing information, and methodological compatibility remain visible throughout
the comparison.
Differences should be calculated only when records share compatible definitions, units, reporting
periods, geographic basis, and data states.

as zero, or converted into a ranking penalty.

Upstream delivery failed or is unsupported
Connector failures, negative cache states, unsupported geography, and unavailable optional feeds
should remain local to the affected record.
Methodologically incompatible
Direct comparison would mislead
The records differ materially in definition, unit, spatial basis, source methodology, or data type.

Interpretation guidance
Read the comparison as evidence structure, not a winner-and-loser ranking
Country differences can reflect history, geography, institutions, reporting systems, population,
measurement choices, policy context, and source coverage. A displayed gap does not explain its cause.
Magnitude
How large is the difference?
Consider the unit, denominator, baseline, uncertainty, and whether the mathematical difference is
meaningful in practical or policy terms.
Direction
Does higher or lower indicate improvement?
The meaning of direction depends on the indicator. Higher values may represent capacity, burden,
exposure, cost, prevalence, access, risk, or another concept.
Trend
Is the gap stable, widening, or narrowing?
A single latest value cannot show trajectory. Review compatible time series, missing periods,
revisions, structural breaks, and source changes.
Context
What structural conditions shape the values?
Population, land area, climate, economic structure, institutions, conflict, infrastructure,
urbanization, and historical conditions may affect interpretation.
Causality
Does the comparison identify a cause?
